Paper is no problem for me. There's a craft shop selling stacks of 36 12x12inch Christmas papers for £1. Non-themed ones, pack of 12? are also a pound. I have some 8x8inch papers and I can just about get an A5 folded letter in them in one sheet, but those are the ones that are wonkier than others.
A little word of caution though on shiny/glossy papers. If the stamps used are to be licked, then these may fall off (received a couple of letters from France where the stamps have fallen off). I don't think there is the same issue with self-adhesive stamps

I make lots of envelopes. I use the very sturdy MDF templates from Kaisercraft, or just take apart a used envelope and use that as a template. Very inexpensive. I just draw round quickly with pencil, cut with scissors, stick with a glue stick, then add a strip of double-sided tape as a seal. 5 envelopes take 10 minutes; longer if I line them, obviously. I use all kinds of paper. An old, out-of-date road atlas is a good source as they can be obtained very cheaply, have large pages, and lots of them, and make for interesting envelopes. Some examples:

Lately, I've been decorating plainer envelopes with cut-outs and rubber stamps...and branching out into Really Odd with McDonald's Happy Meal boxes and Domino's Sugar bags....
