That quarter-fold (though usually not cut) became very popular when color inkjet printers became good enough and there was a lot of fun software like Broderbund Printshop in the Windows 3.1 era to make your own cards. I see they have a new version 4.0. Hope it's not on CDs, the clip art collections were on rather a lot of them, and a strain on the 500MB hard drives of the day.
The envelopes for that (A2 for 1/4 US letter sheet) are surprisingly more expensive than the normal #6 3/4 (1/6 sheet) and #10 (1/3 sheet). Still a lot cheaper than the rapidly inflating price of store-bought greeting cards. Envelope prices in general are insane. G. Lalo C6, in the US, is $13.50 for 25; cheaper to pay shipping from the UK if you get some other stuff with them.
